Creekview Meadows, negotiated alongside Mobberly Farms, represents another milestone in shaping the future of North Texas as the first Public Improvement Districts (PID) to move forward in Pilot Point. Creekview Meadows spans approximately 1,003 acres and will ultimately deliver approximately 2,454 single-family homes supported by a strong foundation of public infrastructure and a long-term vision for community.

The development is expected to include an interconnected trail system, ponds, ample open space, and a community amenity center—features that demonstrate the project’s focus on green space, recreation, and quality neighborhood design.

Collaboration with the City of Pilot Point

While Creekview Meadows could have proceeded without engaging Pilot Point, our team and our client made a deliberate decision to form a partnership with the city. This choice ultimately yielded a significantly better outcome for all parties involved.

Innovative Public Finance

The financing program for Creekview Meadows included three tranches of Public Improvement District (PID) bonds totaling approximately $31M enabling efficient financing of public infrastructure:

  • Improvement Area #1- Zone A: $12,950,000
  • Improvement Area #1- Zone B: $11,650,000
  • Remainder Area- Zone A: $7,256,000

These bond issuances reimbursed eligible public improvements delivered across the development, including street construction, water distribution, sanitary sewer systems, and storm drainage. This approach ensured that infrastructure delivery could proceed at scale and ahead of vertical construction.

As part of the overall finance and incentive strategy, the project also utilized Tax Increment Reinvestment Zone (TIRZ) financing, which was structured to reimburse the developer for the costs expended on TIRZ projects, and/or provide an economic development grant, as applicable, representing a potential aggregate reimbursement capacity of approximately $135M. As such, Creekview Meadows utilized multiple layers of financing to advance infrastructure while ensuring the project generated meaningful long-term revenue for Pilot Point.
